Agency exists to help people understand and demonstrate capability without turning a person into a number.

Goals, experience, context, time, language, and access needs come before a catalog.

Capability is specific, contextual, explainable, and limited. There is no global learner or employability score.

Completing instruction is not the same as demonstrating understanding or practice.

Private attempts stay private. Every disclosure has a recipient, purpose, scope, and end.

AI can explain and draft. Educators, assessors, and organizations own consequential judgment.

Requirements should name real work, fair evidence, what can be taught, and what remains uncertain.
